<br />Section 780.12(b) Continued. <br />Revised 04/20/90 <br />Because Kerr Coal plans to limit coal production at a rate of 750,000 <br />tons per year throughout the life of the proposed mining operation, <br />no modifications are necessary or planned at the Kerr Tipple <br />facility. <br />Overburden Stockpile <br />The existing overburden stockpile, located in Section 35, Township <br />9 North, Range 78 West and Section 2, Township 8 North, Range 78 West <br />occupies 44.2 acres. (See: Map 28, Kerr Mine Area Existing <br />Structures.) A plan view of the original stockpile is provided on <br />Map 34a, Kerr Mine Area Premining Topography. This stockpile was <br />constructed during the fall of 1978 through the spring of 1980. The <br />remaining stockpiled volume of approximately 7.1 million cubic yards <br />will be utilized to backfill the existing 720 Pit. <br /> <br />The stability of the existing overburden stockpile has been checked <br />by CTL Thompson, Inc. A factor of safety ranging between 1.22 and <br />1.60 was determined. It has been concluded both from the above- <br />mentioned safety factors derived through laboratory and field testing <br />and from the actual experience of Kerr Coal of no slope failures on <br />the pile since its construction that the existing overburden <br />stockpile is and will remain stable throughout its life at its <br />present configuration. However, since both the height and slopes of <br />the pile will be reduced as a result of ongoing backfill operations, <br />the safety factors will tend to increase in the future. <br />780-19 as <br />
