Section 780.11(b) Continued
coal processing waste be used for embankment construction. All fill material
will be selected to exclude sotl, large roots, and frozen material. Placing and
spreading fill material will begin at the lowest point of the foundation. All
setlimentation ponds will be inspected during construction and, upon
completion, will be certified by a Registered Professional Engineer.
At present, no modifications are planned for the existing sedimentation ponds.
Any modifications proposed in the future will be submitted to the DMG for
approval, and modifications will nat be initiated until plans are approved,
except where emergency modifications may become necessary to protect public
health or safety, or to prevent damage to the environment. All modification
plans will be prepared and certified by a Registered Professional Engineer.
All ponds will be examined periodically for structural weakness, erosion, or
other hazardous conditions. Inspection reports and plans for any necessary
repairs or maintenance-related modifications will be submitted to the DMG.
Maintenance wilt include mowing and cutting of excess vegetative growth to
facilitate inspection and repair; keeping ditches, culverts and spillways free of
debris; and regular removal of combustible material other then mulch and other
material required for erosion control and surface stability. Sediment will be
removed from all sedimentation ponds when the total sediment volume
accumulates to 60 percent of the design sediment storage volume.
Accumulated sediment will be removed and placed in existing topsoil or subsoil
stockpiles, provided such sediment meets appropriate topsoil or subsoil
suitability criteria.
Sedimentation Ponds A, B, D, E and F have been approved by the DMG as
permanent impoundments to support post-mining land uses (MR-39, TR-22).
All other remaining sedimentation ponds will be completely removed and
associated disturbance areas reclaimed. Pond removal and reclamation will
occur after the associated disturbed area (s) has been restored, vegetation
requirement met, and the quality of runoff from reclaimed disturbance areas in
similar to the pre-mining quality of the receiving
TR-22 780-9 Revised February 2006
