<br />Quality tourmaline specimens typically are removed carefully from the Mine by hand. <br />Broken ore and tourmaline specimens will be loaded into a small dump truck or pickup truck at <br />the Mine entrance and transported to another location in Gunnison County for washing and <br />screening, as described below. Applicant expects to enter into a contract with an independent <br />third party contractor for the performance of all drilling, blasting, loading, transporting, washing <br />and screening operations. <br />Operations at the Mine will be conducted on an intermittent basis, such that the affected lands <br />will be used for less than one hundred and eighty (180) days per year. Pursuant to Sectiou <br />1.13.5(6) of Rule 1, [he Applicant understands [ha[ it will not be required to submit Notices of <br />Temporary Cessation during periods of inactivity at the Mine of 180 days or more, so long as the <br />mining operations described in this Mining Plan resume within one year from cessation. <br />All equipment and fluids which must remain at the Mine when operations are conducted will be <br />stored on tarpaulins underground. Fluids will not be stored underground on a long term basis. <br />Trar:sportation, {Vashirrg and Screening <br />Broken ore will be transported by truck directly from the Mine entrance over the access road to <br />Highway 162, and from such intersection to another location in Gunnison County for washing <br />and screening. This operation will be conducted by the sanre independent contractor as will <br />conduct mining, loading and transporting operations. No mineral beneficiation will occur at the <br />Mine. Applicant will take possession of its washed and screened lepidolite product at the <br />contractor's operations. <br />Surface Disturbance and Visuai Impacts <br />All Applicant's operations at the Mine will occur underground or at the Mine entrance. <br />Applicant's operations do not require the creation of waste dumps, tailings ponds, processing <br />facilities or any other surface structure or facility at the Mine. Accordingly, Applicant <br />anticipates no surface disturbance at the Mine other than light truck activity at the Mine entrance. <br />Furthermore, Applicant anticipates no impact to the existing visual condition of the Mine, since <br />all Mine operations will be underground, and since no waste dumps, tailing ponds or processing <br />facilities are required at the Mine. <br />Part B: Section 6.3.3(1) Information: <br />(a) Conunencemenr and Conclusion Dares. Loading broken lepidolite ore now lying <br />on the floor of the Mine will be completed during the Fall of 1999 if all required permits are <br />received prior to the onset of inclement weather. If all applicable permits are not received before <br />such time, the initial loading operations will take place during the Spring of 2000. Drilling and <br />blasting for new ore is not expected to occur until after all of the existing broken ore has been <br />removed from the Mine. Applicant estimates that mining and loading operations could conclude <br />afler ten years, although the Mine may have a longer life. <br />Exhibit C - 2 <br />
