<br />EXHIBIT C <br />Mining Plan <br />(Section 6.3.3) <br />(1) MINING PLAN <br /> <br />This Section 1 of Exhibit C -Mining Plan begins with a description of Applicant's proposed <br />operations at the Brown Derby Mine ("Part A"). The Applicant then presents the information <br />required by Rule 6, Section 6.3.3, subparagraphs (1)(a) - (n) ("Part B"). <br />Part A: Description of Mining Operations <br />Generally <br />Applicant intends to conduct intermittent, small-scale, limited impact underground exploration, <br />development and mining operations for tourmaline specimens and lepidolite in an existing drift <br />inside the Brown Derby Mine ("Mine"). The Mine produced lepidolite during World War II <br />under authority of the War Production Board. The Mine also operated during the eazly 1950's. <br />Activity at the Mine since then has been sporadic. <br />The Mine is reached via the access road described in Section 1 of Exhibit A -Legal Description, <br />and Exhibit G - Source of Legal Right to Enter. The access road is shown in the Location Map <br />included in Exhibit A, and on Exhibit E-Map. As described in Exhibit G, it was built with <br />federal funds in 1944 by the U.S. Forest Service specifically to access the Mine, and has been in <br />continuous use since construction. It requires no improvement prior to Applicant's use. <br />liritial Operations <br />Broken ore left over from previous operations remains on the floor inside the Mine. Initial <br />operations consist simply of loading existing broken lepidolite ore into a truck capable of <br />carrying up to twelve cubic yards of material. Loading will take place at the Mine entrance. Ore <br />will be transported to another location in Gunnison County for washing and screening, as <br />described under "Transportation, Washing and Screening," below. Initial removal of broken ore <br />is expected to occur over the course of several days during the Fall of 1999, assuming all <br />required permits are received prior to inclement weather If permits are not received prior to <br />inclement weather, the initial removal operations are expected to occur in the Spring of 2000. <br />All loading, transporting, washing and screening operations associated with the removal of <br />existing lepidolite ore are expected to be conducted by an independent third party contractor. <br />Subsegrrerrt Intermittent Miuir:g Operations <br />Once the existing broken ore is removed, Applicant will be required, occasionally, to drill and <br />blast additional lepidolite ore from the Mine's underground scope. Drilling and blasting would <br />occur in the scope along the strike of the pegmatite dike hosting the Mine, which is <br />approximately parallel to existing surface topographic contours. Water for drilling purposes will <br />be transported [o the Mine in a portable water tank when required. Electricity, if required, will <br />be supplied by a portable generator. <br />Exhibit C - 1 <br />
