<br />(e) Reclamation ojWaste Rock Dumps, Mine Entrance, Etc. <br />Applicant does not anticipate construction of any new waste rock dump, tailing <br />impoundment, ditches, sediment control facilities, buildings or other physical improvement or <br />feature on the affected lands. <br />The eastern edge of the waste dump situated opposite the Mine entrance (labeled #10 on the <br />Mining Plan Map included in Exhibit E-Map) lies outside the western edge of the permit <br />boundary. Applicant does not intend disturb this dump. In addition, two smaller waste dumps <br />lie adjacent to the northern extension of the access road. They are labeled #11 and #12 in the <br />Mining Plan Map. They are outside the permit boundary, and Applicant does not intend to <br />disturb them. <br />The Mine entrance is approximately 25 feet square. It is covered entirely by a heavy duty <br />grate permanently anchored to the wall rock surrounding the entrance. The grate was installed <br />by the Colorado Division of Minerals and Geology, Office of Inactive Mines, in 1990. A small, <br />hinged, locked door, hvo feet by two feet, provides access through the grate into the Mine. A <br />photograph of the Mine entrance, showing the grate and the door within it, accompanies [his <br />Exhibit D as "Addendum [o Exhibit D -Reclamation Plan." <br />Applicant will leave the grate in place during and after operations. The grate will constitute <br />final, perranent closure of the Mine entrance. Applicant believes that back filling the Mine <br />entrance is impractical for a number of reasons. First, removing the grate would be <br />extraordinarily expensive relative to Applicant's contemplated operations. Second, because of <br />the size and strength of the grate, back filling would not create any reclamation benefit not <br />already achieved by the grate. Third, there is an inadequate quantity of material available from <br />the affected lands for back filling the Mine entrance without creating significant surface <br />disturbance and visual impact which otherwise is no[ necessary. Finally, the drilling, blasting <br />and equipment required [o backfill the Mine entrance is well beyond the scope of activity and <br />equipment otherwise required for Applicant's operations. The equipment necessary to backfill <br />the Mine entrance likely would cause much more surface disturbance to the access road and the <br />affected lands than will Applicant's intended operations. <br />Accordingly, Applicant will leave the grate in place during and after its operations, and [he <br />grate will constitute final remedial measure with regard to permanent closure of the Mine <br />entrance. <br />(f) Costs. Applicant estimates the cost to complete the reclamation activities described <br />above, if such activities are required, to be approximately that set forth below. Applicant's <br />estimate assumes [ha[ the Mine entrance will not be back filled. <br />As described in Exhibit C -Mining Plan, Section 1, Applicant intends to enter into a contract <br />with a third party independent contractor for the mining, transportation, washing and screening <br />operations. Applicant likely would retain [he same third party independent contractor to perform <br />any required reclamation work. This contractor has estimated that the reclamation activities <br />described in this Exhibit D -Reclamation Plan, if performed today, would not exceed $2,000.00. <br />Exhibit D - 3 <br />
