1 <br />44 <br />Eligibility is recommended based on the azchaeological integrity of the site, and on criteria "a" and <br />"d." Criterion "b" may also be applied, though the association between the site and former Colorado <br />' State Governor J. C. Gunter, aside from his apparent ownership of the property at one time, is <br />unestablished. Criterion "a" is applicable because of the site's potential contribution to <br />' understanding the contrasting ethnicity, and settlement and subsistence patterns, and through this <br />the larger history, of the Hispanic New Mexicans and AngloAmericans, who both settled this region <br />during the latter part of the 1800s. Criterion "d" is applicable because much of the information <br />' potential of this site, as it may contribute to the research questions and themes discussed above, is <br />preserved in the artifactual and structural record at the site, which is largely archaeological in nature <br />and can best be recovered through archaeological means. <br />Treatment Plan <br />A treatment plan is proposed for SLA7186. I[ is designed to recover data from the site, and <br />from extant records and informants, to be used to address the research topics and questions presented <br />' and suggested by the research design. The purpose of this additional work is to mitigate proposed <br />impacts to the site to allow for a finding of no adverse effect under the Section 106 review process, <br />' in Light of the site's recommended National Register eligibility and impacts proposed due to railroad, <br />road, and haul road construction. As currently designed, the proposed developments will physically <br />impact most of the site area and certainly compromise the integrity of the structural and artifactual <br />N remains at the site. <br />The treatment plan consists of five general tasks: site mapping, inventory.andypgssib~e <br />collection of surface artifacts, excavations at Structure l,~and elsewhere on the site, systematic artifact <br />analysis„and additional archival research and informant interviews. The approach of this treatment <br />plan is to address the entire site, since impacts will occur to nearly all of the site. Additionally, the <br />' research questions are such that addressing only parts of the site, or only certain features, will be <br />inadequate to realize the goals of the research design. Avoidance of certain areas of the site is not <br />considered. <br />' Site Manoine. <br />' The site will be instrument mapped, producing an accurate, scaled map of the site features, <br />selected surface artifacts, test excavations, data recovery excavations, natural features, recent man- <br />' made features, and topography. This map will form the basis for spatial analysis of site activities <br />and chronology. <br />' Inventory and Surface Collection <br />A systematic inventory of surface artifacts and building materials will be undertaken. The <br />purpose ofthis will be to identify activity areas, determine feature function, and derive chronological <br />information from materials on the surface. A sufficient sample of artifacts will be located and <br />'• described so that the distribution of different classes and types of materials can be understood and <br />defined, providing information that will contribute to the goals of the research design.
