The flow in the Yampa River, excluding <br />depletions to the tributaries, would be reduced by 0.97 percent of the annual pumpage <br />' in the 15th year. The total depletion to the Yampa River, excluding the depletions to <br />the tributaries, would range from 0.004 to 0.167 acre-foot from May through <br />September, depending on the volume pumped. <br />1 6. SCC owns the water rights for the Sage Creek Reservoir Outlet Ditch (1.0 cfs <br />transferred from the Bates Ditch). It also owns 15/16th's of the storage right for Sage <br />' Creek Reservoir for 754 acre-feet out of 804 acre-feet. These water rights were <br />decreed for irrigation purposes. Releases from Sage Creek Reservoir and streamflow <br />in Sage Creek were diverted by the Sage Creek Reservoir Outlet Ditch for irrigation of <br />' alfalfa, pasture, and winter wheat. The historical consumptive use attributable to the <br />irrigation practices averaged 152.8 acre-feet annually for 1965 through 1993, of <br />which 12.3 acre-feet and 140.5 acre-feet are attributable to direct flow diversions and <br />' storage releases, respectively. SCC's portion of the reservoir evaporation averaged <br />31.6 acre-feet annually. <br />' 7. SCC will change the use of the water rights for the Sage Creek Reservoir and the <br />Bates Ditch to include industrial and domestic uses. The historical consumptive use <br />associated with SCC's interest in these water rights averaged 184.4 acre-feet <br />annually. The expected consumptive use from water use at the Yoast Mine totals <br />51.163 acre-feet annually. <br />8. SCC has contracted with the Upper Yampa Water Conservancy District for 100 acre- <br />feet of water stored in Stagecoach Reservoir, part of which is committed to the plan <br />for augmentation for the Seneca II-W Mine. Such water will be available primarily <br />' during the non-irrigation season, to replace SCC's out-of-priority depletions with <br />respect to the Yampa River caused by water uses at the Yoast Mine as well as the <br />Seneca II-W Mine. <br />' 9. It is recommended that SCC submit applications for water storage rights for Pond 010 <br />and Pond 012 and for a plan for augmentation, as described herein, with the District <br />Court for Water Division No. 6. The plan for augmentation will allow SCC to develop <br />' reliable water supplies for operation of the Yoast Mine. <br />10. The implementation of the plan for augmentation recommended herein will be adequate <br />' to protect from injury the water users on Sage Creek, Grassy Creek, and Yampa River. <br /> <br /> <br />1 <br />' 11 <br />
