Corrective measures and maintenance items will be prioritized and timely <br />performed based on these inspections. <br />4.7.4 Grading <br />Inspections will be performed periodically during all phases of the project to ensure that <br />ear[hmoving activities remain within the perimeter of the controlled disturbance area. During <br />reclamation phases, inspections will focus on the creation of positive drainage in the <br />postmining topography and on proper construction and placement of permanent drainage <br />structures to provide stability. <br />4.7.5 Interim Vegetation Monitoring <br />Two interrelated but distinctly different types of monitoring will be performed on revegetated <br />areas. Interim monitoring will be conducted to qualitatively evaluate the germination. <br />establishment and growth of temporary and permanent vegetation on soil stockpiles, within <br />drainage structures, on road cuts and fills, on erosion and sediment control structures, and <br />within recently seeded permanently revegetated areas. Revegetation success monitoring will be <br />performed after revegetated areas have established themselves and a restored area is ready for <br />final release from reclamation performance liabilities. Interim revegetation inspections are <br />described in this subsection. <br />During or towards the end of the first full growing season following temporary, interim or <br />permanent revegetation operations, reseeded areas will be monitored for adequate germination <br />and establishment, and to identify problem areas. Stand germination and establishment may <br />take several growing seasons before full expression of the seed mixture is realized. <br />Inspections will focus on surface hydrologic stability and on the adequacy of vegetation <br />establishment. For areas with hydrologic instability problems, appropriate corrective <br />stabilization measures will be implemented. When vegetation establishment is a problem, <br />additional site evaluation may be necessary. If soil suitability or fertility is suspected as the <br />cause, samples may be taken from the disturbed area for analysis of appropriate parameters. If <br />environmental conditions are suspect, interseeding, the addition of soil amendments or other <br />courses of action may he necessary. Inspection results will be evaluated, and appropriate <br />management methods and practices will be planned and implemented to ensure that revegetation <br />goals are achieved. <br />4.7.6 Waste Management <br />American Soda will promptly remove and properly dispose of all waste in accordance with <br />applicable regulations to an approved landfill, as directed by the BLM.
