2.05.4 RECLAMATION PLAN <br />. EFMC submitted a notice of permanent cessation for the Raton Creek Mine to the Division on <br />November 19, 1991. Following permanent cessation of operations, EFMC has permanently <br />sealed all mine portals, according to the procedures outlined in Section 2.05.4 (2)(g) of this <br />permit application, a majority of the surface facilities have been dismantled and scored at the site, <br />and the facilities disturbed azea east of the prep plant foundation has been backfilled and graded <br />according to Section 2.05.4 (2)(c) of this permit application. <br />Reclamation of the site in its current configuration will include of the following activities: <br />• Removal of the remaining structures (except for the structures which will remain <br />at the request of the land owner and approved by the division) <br />• Backfilling and regrading of the remaining highwall in the Mine 2 portal area. <br />• Topsoil replacement <br />• Soil prepazation and revegecation of the mine disturbance azea <br />The proposed reclamation activities will result inthe proposedpost-mining configuration shown <br />on Map 17, Post-mining Topography and Figure 17-1, Reclamation Project 2 Plan. <br />The landowner has requested the following facilities will remain: <br />L~ <br />• Sediment Pond (to be modified for use as a permanent stock-watering pond) <br />• Preparation plant foundation r <br />• Concrete building adjacent to prep plant foundation ~ <br />• Shop Building ~/ <br />• Access Road <br />• Pond Light Use Road .~ <br />• Water Tank / <br />• Concrete pads (3) associated with mine office and gazage ; - ~ ~ /"s <br />All other remaining facilities will be dismantled and removed. All remaining concrete <br />foundations will be broken up and disposed of on site. For locations of facilities that will <br />remain refer to Map 17, Post-mining Topography and Figure 17-1, Reclamation Project 2 Plan. <br />The sediment pond will remain, however, at the end of the ten year liability period it will be <br />modified to limit maximum storage capacity to 2.0 acre-feet. Modification will involve extension <br />of the riser to an invert elevation of 6,344.8 feet. With this modification, the existing <br />impoundment will meet all applicable requirements of Rule 4.05.9(1) and no water rights will <br />be required. <br />In addition co the sediment pond, the permanent diversion of Stazkville Gulch and associated <br />culverts, Refuse Collection Ditch 1, Post Mining Ditch 1, and Watershed Diversions 1 and 2 will <br />remain. All of these structures aze designed to control runoff from the 100-yeaz, 24-hour storm <br />event.
