Emling Company, was the sole
person involved in taking samples.
To assure representative samples, the following steps were taken:
(1) During initial prep plant operation, many adjustments were
made to produce clean coal and refuse of the proper quality
and quantity. Most of this work was done during December
1982. Refuse samples were taken on January 17-20, 1983, after
all adjustments were made.
(2) Samples were taken from the coal refuse belt immediately after
the belt left the prep plant.. A shovel was used to grab samples
from the belt at 1/2 hour intervals over a period of three days
on the daylight shift. No samples were taken from the temporary
refuse stockpile.
• (3) Immediately after collection, all samples were placed in plastic
drums and sealed to preserve the moisture content of the refuse
as it was produced.
(4) A total of 75 pounds of sample refuse was sent to the laboratory
for analysis.
It should be noted that rotary brezker reject material was not included in
the physical analysis because of its larger size. Although it is ^ecognized that
this material could have significantly different physical properties, it only
comprises 2 to 30 of the total refuse produced, and is got expected to alter the
stability of the embar.Y,ment. This aspect ~.vil' be discussed in morn detail in the
r_quest for revision.
~•
473
i D. F!. EV.~.ING CC!v1?ANY
