presented oa pages 473 through 478. It should be noted that <br />rotary breaker reject material was not included in the <br />sampling because of its large size. It is realized that this <br />material will exhibit different physical properties than the <br />plant reject material tested is the analysis. However, the <br />rotary breaker reject material comprises only two or three <br />percent of the total amount of refuse produced. Utilizing <br />the spreading and compacting methods described above, the <br />rotary breaker reject material will be substantially diluted <br />in the placement process sad will not affect the stability of <br />the pile or increase the possibility of combustion. <br />Finally, with respect to stability, the revised design sub- <br />mitted by the previous operator is 1983 contemplated place- <br />ment of refuse material over substantial areas of previously <br />underground mined land. This resulted in the Division's <br />legitimate concern regarding subsidence of old works with <br />respect to refuse embanl~ent stability. Because the refuse <br />area has bean reduced in size to that originally proposed in <br />the initial design, there are no concerns with respect to <br />disposal of refuse material over old underground mine works. <br />Aaalysis <br />During the initial permit term, the rock uaderdraia was con- <br />structed according to the design. Refuse from the plant was <br />brought out oa the reject belt sad was spread and compacted with <br />a D-8 type Terez dozer and an International 560 front-sad loader. <br />Due to the fines from the prep plant belt press, the overall <br />reject had ezcellent strength properties and the moisture content <br />of refuse leavinE the prep plant wan near optimum for compaction. <br />Frequent testa of compaction were made during embanl~ent con- <br />struction with good results. Inspection and certiticatioa <br />reports are available in the YIRD files.
