M99238GE <br />• On site proposed embankment fill material: <br />inconsolidated undrained: <br />. an internal angle of friction of fifteen (15) degrees, <br />. a cohesion of one-thousand two-hundred seventy-five (1,275) <br />pounds per square foot, and <br />. a moist unit weight of one-hundred twenty-eight (128) pounds <br />per cubic foot, <br />Unconsolidated drained: <br />. an internal angle of friction of twenty-two (22) degrees, <br />. a cohesion of one-thousand (1,000) pounds per square foot, <br />and <br />. a moist unit weight of one-hundred forty-five (145) pounds <br />per cubic foot. <br />In our stability analysis we varied the soil strength values from <br />those listed above to assess the sensitivity of the analysis to <br />varying soil strength parameters. The variations in our analysis <br />produced relatively small and predictable changes to the calculated <br />theoretical factor of safety indicating that the stability analysis <br />was not sensitive to slight variances in the soil strength charac- <br />teristics. <br />• Our analysis included assuming that the pond would remain full <br />for sufficient time to fully saturate the embankment materials and <br />the pond slopes and then be rapidly emptied to generate a rapid <br />draw down condition within the embankment slopes. We recognize <br />that the anticipated use of the pond will not likely result in this <br />condition, however, it is a possibility that a rapid draw down <br />condition may occur. <br />The results of our stability analysis for the critical failure <br />plane which generated the lowest factor of safety are presented on <br />Figures 3 through 7. <br />4.1 Foundation Preparation <br />The foundation area of the embankment should be cleared of all <br />vegetable, organic or deleterious material prior to placement of <br />the embankment fill. The clearing operations should extend beyond <br />each edge of the proposed embankment a distance sufficient to <br />insure that the embankment fill is not placed on any deleterious <br />material or at least five (S) feet; whichever is greater.
