It is not known at this time what <br />effect the 29 Road improvements will have on traffic accessing Orchard Mesa and north to the Interstate 70 <br />Business Loop. Bear in mind that any sand and gravel operation is sensitive to market conditions and the <br />community growth areas that it serves. Therefore, uncertainty is inherent with any traffic forecasts for a sand and <br />gravel operation. Given the maximum production of the crushing, asphalt and concrete plants, coupled with the <br />available trucks, it is estimated that a peak of 30 trips per hour will utilize the haul route during maximum <br />production. Two types of trucks will be used: 60 percent of the loads will be 10 yard dump trucks with a <br />maximum Gross Vehicle Weight of 54,000 pounds. The remaining material removed from the facility will utilize <br />24-ton capacity belly dump trucks. It is anticipated that the operation will generate 143 average weekday trips. <br />PETROLEUM STORAGE AREAS - An asphalt oil tank and a diesel fuel tank will be located adjacent to the <br />asphalt plant when it is present on site. Also, a diesel fuel tank will be located near the portable gravel-crushing <br />unit. All fuel is stored in above ground tanks and will have lined containment dikes to prevent any discharges of <br />fuel from leaving the site or percolating into the ground. Dikes are constructed in a fashion to contain at least 110 <br />percent of the volume of the largest fuel storage vessel within the containment area. The Division of Minerals and <br />Geology will be notified along with other local, state and federal agencies if a "reportable quantity' of a classified <br />hazardous material is released into the environment. A Handling and Disposal of Petroleum Products Policy has <br />been established. A key element of the policy includes annual training for all workers at the facility for spill <br />containment and controls in the event that a spill should occur.
