Area "D" will generate 188,316 cubic yards of topsoil, overburden and waste material. Of the 188,316 cubic yards,
<br />7,700 cubic yards of topsoil will be used to create a berm along the western border of the excavation; 48,730
<br />cubic yards of surplus overburden will be stockpiled in Area "F" for backfilling and grading Area "D". The surplus
<br />material of 131,886 cubic yards (including waste material) will be placed in the bottom of the ponds for
<br />reclamation. Mining of the raw sand and gravel from Area "D" is expected to yield 491,260 cubic yards.
<br />Subtracting 5% for waste leaves 466,697 cubic yards of sand and gravel to be sold. Area "C" combined with Area
<br />"D" will be reclaimed as a pond. The mined pit slopes will be near vertical, although this slope will later be
<br />backfilled with overburden and naturals to a slope of 3H:1 V.
<br />Area "E" will generate 242,242 cubic yards of topsoil, overburden and waste material. Of the 242,242 cubic yards,
<br />32,890 cubic yards of topsoil will be stockpiled in a berm along the northern, western and southern perimeter of
<br />the excavation; 29,910 cubic yards of overburden will be stockpiled in Area "F" for backfilling and grading Area
<br />"E". The surplus material (including waste) of 179,442 cubic yards will be placed in the bottom of the ponds for
<br />reclamation. Mining of the raw sand and gravel from Area "D" is expected to yield 440,440 cubic yards.
<br />Subtracting 5% for waste leaves 418,418 cubic yards of sand and gravel to be sold.
<br />Area "F" will generate 167,198 cubic yards of topsoil, overburden and waste material. The topsoil and overburden
<br />material will be stockpiled in Area "A". Of the 167,198 cubic yards, 32,340 CY of overburden and 1,516 CY of
<br />topsoil are required to backfill and grade Area "F". The surplus 133,342 cubic yards (including waste) will be
<br />placed in the bottom of the ponds for reclamation. Any excess material not required to reclaim the site will be sold.
<br />Area "E" combined with Area "F" will be reclaimed as a pond. The mined pit slopes will be near vertical, although
<br />this slope will later be backfilled with overburden and naturals to a slope of 3H:1 V.

<br />CRUSHING AND STOCKPILE AREA -All gravel processing of the excavated material will occur within the
<br />identified staging/process area. The screened or crushed material will be stockpiled nearby according to size in
<br />an area separate from overburden and topsoil stockpiles, and the mining area.
<br />ASPHALT PRODUCTION - A portable asphalt plant may be erected on the site from time to time. Material
<br />crushed on site will be used for asphalt production. Maximum production for the portable plant is 4000 tons per
<br />day. Asphalt production is seasonal and normally occurs between March and November. The plant meets or
<br />exceeds all State and Federal pollution requirements, and is inspected on a regular basis by corporate and
<br />governmental authorities. Components associated with the asphalt plant include: liquid asphalt storage,
<br />aggregate feed bins, mixer, conveyors, lime silo, truck loading equipment, power supply and distribution.
<br />CONCRETE PRODUCTION - A portable concrete batch plant may be erected on the site from time to time. Peak
<br />production will be 100 cubic yards per hour. The plant can operate year round.
<br />HAUL ROAD -The primary roads and access serving the site are well maintained and are in good repair. Access
<br />to the site is gained from 29 '/= Road and D Road. Anew paved driveway will be constructed at a point 400 feet
<br />south of D Road and west of 29 % Road. A fully channelized intersection will be constructed at the existing 29 '/z
<br />Road and D Road intersection. Based on current conditions, 50 percent of the traffic utilizing the facility will travel
<br />westerly on D Road to Ninth Street, and north to Ute Avenue, then west. The remaining 50 percent will travel
