Section E.4 Previous Mining Disturbance Reclamation
Section E.4.2 Old Heap Leach
80. The Division has monitoring results taken by the previous operator for
the years 1984 and 1985. The 1985 samples of the leach pad effluent measured
.053 ppm total cyanide; dissolved solids measured 1,260 mg/1; sulfates
measured 450 mg/1 ;with field measurements of temperature at 18.2 degrees C.,
pH of 8.07 and electroconductivity of 1,565 micromhos/cm.
Please submit additional sample analyses of the "old heap" effluent measuring
the suite of parameters proposed for surface water quality monitoring, plus
SAR, so that current status of the heap effluent can be reviewed prior to
authorization of final reclamation of the heap.
Please provide the Division with the species and percent vegetative ground
cover comprised by species currently inhabiting the old heap site. The
division's 1986 inspection reported the old heap to be dominated by the
undesirable invader species of big rabbitbrush. The SCS may assist you with
the vegetation analysis. Additionally, the old heap should not be considered
released from further reclamation requirements until a financial warranty
release inspection and final decision is made by the Division.
Section E.4.3 Test Heap and Office Area
81. Test results for the Barren pond solutions, as presented in Appendix J
are illegible. Please provide a clear copy for review.
82. Please specify how the test heap was analysed to determine cyanide
content, i.e., was it leached in a column, etc. Please provide sample
preparation details. Additionally, the heap material should be analysed for
the entire suite of parameters proposed for the surface water monitoring
proior to a decision being made about the final handling requirements of the
heap material.
83. Please specify the volumes of pond solution and heap volumes requiring
removal
84. Please specify how the addition of sulfuric acid will "improve the metal
concentration". Additionally, please submit analysis of the pond solution
quality following batch experimentation involving sulfuric acid addition such
that this method of pH adjustment may be evaluated; parameters measured should
reflect those proposed for surface water monitoring, plus SAR. These analyses
will require division review prior to any Division decision made regarding the
final handling of the pond solutions.
