Stover <br />and Associates. Based upon the application, it appears that all possible <br />roost trees will be retained and that a buffer zone will exist between the <br />operation and the trees. It also appears that the excavated/open portion will <br />not exceed 20 acres, which should limit wildlife impacts. <br />I am somewhat concerned about the lack of a winter operation plan, as <br />the site is in deer and elk winter range. Presently, many deer are lost along <br />Highway 145 during the winter months to vehicle accidents. The increase in <br />large truck traffic through this area could increase the loss. I would like <br />to suggest that in the winter hauling start one half-hour after sunrise and <br />end one half hour before sundown. I would also like to suggest that all <br />trucks be equipped with deer warning devices. <br />There is also some mention of fences being built on the site. I would <br />like to recommend that the fences be constructed in such a manner as to be <br />wildlife friendly. Such a fence might consist of 9 stands with a maximum <br />height of 92" and the bottom strand being 19" above the ground.
