The development property is <br />eligible for voluntary annexation into the City of Loveland and the gravel operation could <br />be approved as a Special Review in the City of Loveland. <br />Prior Comments: Current Planning Division <br />City of Loveland <br />The following comments were provided to Larimer County as part of the Larimer County <br />Sketch Plan Review that occurred in December ]999. Larimer County sent the sketch <br />plan review to the City of Loveland as a referral agency based on the provisions of the <br />Intergovernmental Agreement between Larimer County and the City of Loveland. The <br />comments provided in December 1999 were the following: <br />Current Planning Comments (12/28/99). The proposed Loveland <br />Pit SR site is eligible for annexation into the City of Loveland. <br />Annexation and zoning of DR-Developing Resources would allow <br />the City of Loveland to review and approve a special review <br />application for the gravel operation. Loveland Planning Staff <br />typically do not view gravel operations as an urban development that <br />should be annexed into the City of Loveland. This project is <br />adjacent to an approved City of Loveland urban level residential <br />development that may conFlict with the proposed operation unless <br />careful site planning practices are employed. For this project, <br />Loveland Planning Staff will not request that the property owner <br />annex if the following items are included in the Special Review <br />approval: <br />l) Modification of the project phasing to mine and reclaim the land <br />west of St. Louis first and then, mine and operate the asphalt batch <br />plant on the east side of St. Louis Avenue. <br />2) Establishment of an appropriate buffer between the proposed <br />operation and the planned residential development planned to the <br />south. <br />2 <br />
