Pursuant to the Larimer County/City of Loveland Intergovernmental <br />Agreement, the City of Loveland Planning Commission is providing a recommendation <br />of conditional approval fur this development application. <br />The City of Loveland comments provided with the December 1999 sketch plan review <br />have not been incorporated into the proposed gravel mine and asphalt batch plant <br />development. The previous comments from City of Loveland reviewers identified a land <br />use conflict between the proposed development and an approved residential development <br />in the City of Loveland which lies within 400 feet of the proposed asphalt plant. Staff <br />stated that revisions to the phasing of the proposed plan could resolve this conflict and <br />that if such revisions were incorporated into the plan, staff would not object to the <br />proposal. The February l 1'h comment response letter from the applicant's representative <br />stated that "changing the phasing and plant locations would not be viable for this <br />proposed development." <br />City of Loveland staff and Planning Commission strongly object to the location of the <br />proposed asphalt batch plant primarily as an issue of land use compatibility and also as an <br />issue of public health, safety, and welfare. City staff and the Planning Commission are <br />suggesting one of the following options. <br />I. Planning Commission and staff are requesting that Larimer County approve the <br />proposed special review with conditions that would require the asphalt batch plant to be <br />deleted. <br />2. if item 1 is not viable, the City of Loveland requests that pursuant to Section 2.5 <br />of the Larimer County/City of Loveland Intergovernmental Agreement, the Board of <br />~t Printed on <br />`«1 Recycled Paper <br />
