<br />Coulson Excavating Company - Bonser Gravel Pit <br />Exhibit E <br />QUALITY ASSURANCE <br />The quality assurance plan consists of field procedures and tests designed to monitor and <br />document liner construction procedure and soil moisture content during the compaction process. <br />At the beginning of a liner installation work day, part I of the daily log form is to be filled out <br />completely. Part II of the daily log form is to be completed throughout the day. Part II should <br />include information such as start and end times for work tasks, changes in weather, changes in <br />personnel as well as the following information: <br />In order to insure that the borrow material is consistently suitable for liner material, the material <br />properties are to be tested once for each of the 23.3-arce areas. The tests will be as listed in the <br />following table: <br />Parameter Test Method Minimum Testing Frequency <br />Percent Fines ASTM D1140 One per 23.3-acre area <br />Percent Gravel ASTM D422 One per 23.3-acre area <br />Liquid and Plastic Limits ASTM D4318 One per 23.3-acre azea <br />Standard Proctor ASTM D698 One per 23.3-acre area <br />Following application of a loose lift of liner material, the average moisture content will be <br />measured in the field by ASTM method D 4643-93. Soil samples are to betaken at a density of 8 <br />per 2 acres of liner area. The samples are to betaken by driving a 1.5 in. tube into the Bound to a <br />depth of 1 ft. The tube is then pulled and the sample put into a plastic zip lock bag. The general <br />location of the sample is recorded on the moisture sample form given at the end of this section. <br />After the moisture content is measured for each of the eight samples, the numeric average is taken <br />and recorded in the moistwe loss/gain calculation sheet. <br />The average moisture content is then compared to the optimum moisture content. If the average <br />field measurement is greater than optimum, then the soil will need to dry. The amoum of drying <br />time can be approximated by referencing the tables in Appendix II. If the average field <br />measurement is less than optimum, then the soil will need to be wetted. The amount of water to <br />be added to raise the moisture content by 1% should have been calculated in the daily log form. If <br />the soil is 2% dry of optimum than add double the amount given in the daily log form. Water is to <br />be applied evenly over the entve liner surface. <br />Liner construction should be performed during months when there is no frost in the ground. This <br />will allow lifts to dry properly as well as preclude freeze thaw action that can lead to desiccation <br />cracking. <br />
