6.4.3 EXHIBIT C -Pre-mining and Mining Plan IVtap(s) of Affected Lands
• A list and map of all immediately adjacent and nearby owners of record is presented in this
section.
The name and location of all creeks and roads are shown on the Index Map presented in Exhibit
B. The Index Map is a portion of the Redvale, Colo. 7.5 Minute Quadrangle Map, Township 45
North, Range 14 West, N.M.P.M.
There are no known oil and gas wells in the vicinity of the permit area.
There is a 69 kV power transmission line which runs in a northwest to southeast direction across
Phase I and Phase III of the mining area. The power line is owned by San Miguel Power
Association. San Miguel Power Association has provided the Operator with design requirements
to be included in the mining plan for this size and type of transmission line. An undisturbed area
around each pole of a diameter of at least 20 feet with slopes developed at 2h:ly is provided in the
pit design. Aground clearance restriction of 23 feet (adjusted for voltage and altitude) under the
power lines is also met in the mining plan. These measures will assure that the integrity of the
power line is not jeopardized by the mining operation.
A paved county road pazallels the gravel pit to the north. A 200 foot buffer zone between the road
and the pit disturbance is incorporated in [he mining plan. This buffer zone will offer sufficient
protection to the county road from the effects of the mining operation. This 200 foot buffer
• additionally satisfies the requirements of Rule 6.4.19, Exhibit S. This buffer will be further
evaluated and may be reduced in accordance with Rule 6.4.19, Exhibit S.
A large irrigation ditch, know as the Gurley Ditch, bisects the permit area in a northwest to
southeast direction. A 200 foot buffer zone between the irrigation ditch and the pit disturbance is
incorporated in the mining plan. This buffer zone will offer sufficient protection to the irrigation
ditch from the effects of the mining operation. This buffer will be further evaluated and may be
reduced in accordance with Rule 6.4.19, Exhibit S. The access road for the gravel pit will cross
the Gurley Ditch at points approximately 1600 and 1900 feet southeast of the point where it
crosses the Redvale Road. This first crossing will involve the installation of a 72 inch culvert and
three 12 inch culverts. The second crossing will involve the installation of a 72 inch culvert and
two 12 inch culverts. The distance from these crossings to the nearest man-made structures other
than the Gurley Ditch is greater than 300 feet. An agreement with the irrisation ditch owners to
install this culvert is included in Exhibit N.
Fence lines, roadways and ponds aze called out by owner on the Exhibit C-I Pre-Mining Map.
Headgates which regulate the distribution of water from the Gurley Ditch are identified by owner
All disturbance is maintained at a distance of greater than 200 feet. Ownership information
concerning these headgates and distribution ditches are included in Exhibit S.
Planned facilities for the Angie Pit are depicted on the Exhibit C-2 Mine Plan. They include a
portable screening and crushing plant, a tractor trailer type material storage shed, a diesel
. generator set, crushed rock stockpile footprint and portable sanitation facilities.
C-1
