''~
Rob Mangone -2- May 21, 1992
At the time of the pre-operation inspection, you showed the inspector new
0~/~ locations for the proposed access roads. Show the new access road
locations on revised mine plan maps and make any necessary changes to the
mining and reclamation plans.
"h4. At the time of the pre-operation inspection, you stated that you wanted
,p ~ U, to have the option of mining areas shown on your mine plan map as having
l~ excessive overburden and not economical to mine. Remove reference to
/ these areas from the mine plan map and mining plan and include them in
,/,y, the affected land boundary.
Uv Show on the revised mine plan maps the area referenced as State Historic
Preservation Office (SHPO> Site No. 5FN1084, and state what type of
barrier or other method you will use to make sure the site is not
impacted before receiving clearance from SHPO.
You stated during the pre-operation inspection that you will have
~Q ~ ~ approximately 20 acres of major disturbance as opposed to the 15 acres
"1, i stated in the mine plan. If the five acres of plant site will require
(UUl backfilling, grading, and topsoiling prior to the revegetation phase of
reclamation, they should be removed from the moderate disturbance
category and added to the major disturbance Category. Please clarify the
major and moderate disturbance acreages.
~~~+
8
~~
You stated at the pre-operation inspection that you plan to have (at
times) a portable batch and/or asphalt plant within the processing area
in addition to the crushing and screening operations stated in your mine
plan. Change your mine plan to include these features, or plan to add
them after permit issuance with a technical revision to the permit.
Y•'~~'
~~Your mine plan and reclamation plan are not Clear about the required
segregation of topsoil from other overburden materials. Show typical
stockpiling plans on your revised mine plan map and discuss in more
detail topsoil and other overburden handling in the mining plan.
xhibit E - Reclamation Plan
~~\
~ V
'1
Your reclamation plan states that at the floor edges adjacent to steep
slopes a berm will be provided to prevent slope erosion and erosion of
the reclaimed area. During the pre-operation inspection, it was agreed
that these berms would be eliminated from the reclamation plan and that
the pit floor would be blended Edith the natural slope to allow natural
sheet flow of surface water. Good and timely reclamation practices
!should eliminate most erosion of areas outside of the affected land.
~l,ease make appropriate changes to your reclamation plan.
,In accordance with Rute Z.1.2(6)(f)(v), specify anticipated minimum depth
or range of depths for those areas where topsoil will be replaced.
LDO/bjw
3254E
