berm to contain any releases or spills. The magnesium chloride will be sprayed on the mine haulage <br />roads to create a sealed surface that minimizes the generation of fugitive dust. <br />12. Mine Access Roads and Pads <br />The Whirlwind Mine portal is located in the north central part of the claim block.. It is accessed by <br />driving 0.8 mile on Colorado Highway 141 south of the Gateway Post Office to Mesa County Road 4 <br />a/~o (a.k.a., John Brown Canyon Road); then 7.4 miles southwest to the intersection with Mesa <br />County Road s/~o ;and, then proceeding west and north on Road 5/~a for 3.2 miles to the mine site. <br />These county roads aze mostly graded dirt with short graveled sections. They aze not presently <br />maintained for their entire lengths during winter months by the county. However, Energy Fuels has <br />a permit with the county that allows for the company to remove snow with its equipment. No <br />permanent structures currently exist at the site. <br />The two short access roads to the Whirlwind off of 5/10 Road will remain in their current <br />configuration as shown on Map C-lA. The Packrat portal will be accessed by reopening a <br />• previously reclaimed mine access road off of 5/10 Road (see Map C-2). Reopening of this road was <br />completed in May 2007 during the exploration phase of the project. The 10-Straight vent shaft will <br />be accessed by an existing secondary road and two-track road off of 5/10 Road. The proposed vent <br />shafts aze located next to existing roads and the access roads are included within the proposed 100- <br />foot by 100-foot pad azea (see Map C-1B). <br />The access roads to the portal azeas within the mine permit will be dirt and/or gravel and bermed in <br />accordance with MSHA regulations. The roads into the Whirlwind will have swinging metal gates <br />while the Packrat road will have awire-rope gate. Gates will be locked during weekends, holidays, <br />and other down times. The short access roads to ventilation shafts and power drogs will typically be <br />two-track overland roads that will only be used for periodic inspections and maintenance. No <br />fencing or gates will be required at these sites. <br />.~ <br />Whirlwind Mine June 07 D-21 <br />
