<br />~J <br />Page 3 <br />Pha as VT-A <br />The processing plant will be moved to Plant Site III. Topsoil and over- <br />burden will be stripped and used for dike re-enforcement, backfilling <br />along the west edge of Phase V-A adjacent to Plant Site III and along <br />both the north and south edges of Phase V-A. Topsoil and overburden <br />from Phase VI-A will also be used to bring more of Phase V and VI above <br />water. The area will be mined with a dredge and it should take 3 years <br />to mine out Phase VI-A. <br />Phaca VTT <br />Topsoil and overburden will be stripped and used to continue backfilling <br />Phase V and VI and possibly Phase IV. Topsoil and overburden will also <br />be used to backfill the north and west edges of Phase VI-A. Mining <br />should take 2 years. <br />Phase VII-A <br />Topsoil and overburden will be stripped and used to backfill the southern <br />and western edges of Phase VII and to continue to backfill Phases V, VI, <br />IV. Mining will be done with a dredge and should take 3 years. <br />Phase VIII-A <br />Topsoil and overburden will be utilized to backfill the east, west and <br />southern edges of Phases VII-A and to continue to backfill Phases V, VI, <br />IV and portions of VII. Mining will take place over a 3 year period using <br />a dredge. <br />Phase IX-A <br />Topsoil and overburden will be stripped and used to backfill the east, <br />west and northern edges of Phase VIII-A. Excess topsoil and overburden <br />will be utilized to continue backfilling Phases V, VI and IV; backfilling <br />may also occur in areas of VII and VII-A also. Mining will take place <br />over a 2 year period utilizing a dredge. <br />Phaaa X-A <br />Topsoil and overburden will be salvaged and used to backfill along the <br />northern edge of Phase X-A where the dike exists and along the southwest <br />edge also. Backfilling with this material will also occur along the west <br />and southern edge of Phase IX-A and around Plant Site III. Mining will <br />take place over a 2 year period and will be accomplished with a dredge. <br />Reclamation Plan <br />The reclaimed use of the tract will be for wildlife, private recreation and <br />limited agricultural uses. The areas reclaimed for agriculture will be located <br />within Phases VII-A, VII, VI, IV and V. The amount of land reclaimed for <br />agriculture will depend on the amount of overburden and topsoil available <br />for backfilling. The majority of the permit area will be well suited for <br />reclamation to both waterfowl habitat and as a fishery. Many existing marsh <br />
