Long <br />Division Director <br />The application for a Reclamation Permit for this operation was deemed adequate for technical review on March <br />8, 2000. The Division reviewed the application and sent you an adequacy review. Your response has been <br />reviewed and some clarifications to your application are still needed before i[ can be approved for permit <br />issuance. Cheyenne county continued the Division consideration date to April 21, 2000 t allow more time to <br />address adequacy issues. Pleases provide a response to each item prior to April 21, 2000. If you are unable to <br />fully respond to this letter, please contact me requesting continuance of consideration to a later date. <br />Please be advised that your application may be deemed inadequate, and your application may be denied April <br />2l, 2000 unless the following adequacy review items are addressed to the satisfaction of the Division. <br />EXIIIBIT C -Mining Plan <br />Your response was satisfactory. <br />2. Your response was satisfactory. <br />Rule 6.3.3(F) requires that you specify the dimensions of the pit excavation. Part of your response was - <br />"Dimensions of the pit excavation will be approximately 200 x 200 feet and you show a pit [hat size on your <br />revised mining plan map. After a phone conversation with you it is clear that you intend to only conduct <br />extraction operations in an area of 200 x 200 feet at any time and that the remainder of the area to be mined <br />will either be in a stage of reclaration or unmined. Please clarify this mining/reclamation sequence in your <br />exhibit C. <br />Also, you stated that "Operator will say 125 feet from high-water line". Please show on the Mining Plan <br />Map the high-water line and a line indicating the limit of extraction adjacent to Ladder Creek. <br />4. Under your description of measures to minimize disturbance to the hydrologic balance (Rule 6.3.3(1)... you <br />simply staled "New Exhibit E Map". Your new map does not show any features that would prevent <br />sedimentation of Ladder Creek. <br />Please describe how you plan to prevent surface flows across the mine area (stormwater runnoFf) from <br />carrying sediment to Ladder Creek. If the pit floor does not daylight on the creek side and the pit is deep <br />enough to retain overland flow and on-site precipitation from a significant storm even[, [hen describe [his <br />and show it on your mining and reclamation plan maps. If this is no[ the case, please discuss and show on <br />the maps the features such as a sediment trap. diversion, etc. you will construct to prevent sedimentation of <br />
