It is <br />estimated that within 6 months of an area being completely mined, it will be <br />reclaimed. <br />2. Your reclamation plan states "the water storage reservoirs will be created by <br />concurrent reclamation. " Please describe in detail your plan to reclaim to <br />water storage reservoirs concurrently. Describe in detail extraction activities in <br />relation to reclamation activities, including how closely reclamation will follow <br />extraction. <br />Please refer to our response to item number I above. <br />3. Your plan is to reclaim Phases 1 and 2A with silts from the processing <br />operation. These Phases will be reclaimed to upland or wet meadow. Your <br />plan includes replacing topsoil on areas above the anticipated high water line. <br />Does your topsoil replacement plan include replacing topsoil on the Phase 1 <br />and 2A areas? The Division will require that these areas be topsoiled, if it is at <br />aU possible. <br />We have revised the Reclamation Plan Maps and added notes "If possible, this <br />reclaimed (upland) area will receive a minimum of twelve inches (12") of topsoil <br />prior to seeding or planting." It is not necessary to add topsoil to the silt basin <br />areas if reclaimed to wetlands. The silt medium is adequate for wetlands <br />vegetation. <br />4. Your reclamation plan includes replacement of 6-72 inches of topsoil. The <br />native soils according to Exhibit I have topsoil depths of from 1 foot to several <br />feet. Your plan is to establish grasses, sedges, rushes and fortis. These plants <br />do best when topsoil depths are adequate (12-78 inches). Since there will be an <br />overabundance of topsoil, please change your plan to so that all reclamation <br />areas will receive a range of topsoil depths averaging at least 12 inches. <br />Note #1 on the Reclamation Plan Maps has been revised to read "If possible, <br />twelve to eighteen inches (12"-18") of topsoil will be placed on all slopes above <br />the assumed high waterline...." <br />5. Your plan mentions perimeter screen berms of topsoil. If these berms are to be <br />a permanent part of the final reclamation, show them on the reclamation plan <br />maps and describe their dimensions and re-vegetation in detail. Since such <br />berms would be very dry unless they are irrigated, the re-vegetation plan would <br />need to include plants that are drought resistant.
