Any fuel and/or lubricants stored on site will have appropriate <br />containment structures, as required by State and EPA regulations. If the quantity <br />stored on-site exceeds the regulatory threshold, a Spill Prevention, Control and <br />Countenneasures Plan (SPCC) will be developed. <br />8. Your mining plan for Phase 1 says "scrapers will strip the topsail and <br />overburden and either stockpile it along the perimeter of the area to be mined, <br />on top of the resource or transport it to the fill area.... " This phase will either <br />be reclaimed as upland or wet meadow. These two final land uses require <br />topsoil replacement. Please state which of the three topsoil storage areas will be <br />used and show the location on the mining plan map. The Division needs to <br />know where the topsoil will be placed for plan review purposes and calculation <br />of the financial warranty. If the planned location changes at a later date, A. I. <br />can submit a Technical Revision to show the change. <br />Potentially all three stockpile storage areas could be used. The Mining Plan Map <br />(Sheet 4 of 7) has been revised to show the location of the stockpiles along the <br />perimeter of the mining area. The stockpiles will remain until needed for <br />reclamation. <br />9. Your plan states that Phase lA is being mined under Permit No. M-1991-140 <br />and that reclamation for this area will be incorporated under this permit upon <br />approval of the DMG. Will any extraction activities in Phase 2A be conducted <br />under this proposed permit? If so provide your plans to complete the resource <br />extraction. If the permit is approved, as written, only reclamation activities will <br />be allowed to occur in Phase 2A. <br />Aggregate Industries will continue mining operations in the Phase 2A area under <br />the new permit. Mining operations in this phase will be consistent with that <br />described for the Phase 2 in the application documents. <br />10. Address the Allen Sorenson memo regarding "reclamation cost estimate and pit <br />wall stability analysis" attached to my letter to Tetra Tech dated October 8, <br />2004. <br />We have enclosed the Draft Technical Specifications for the slurry wall <br />construction. The slurry wall horizontal alignment is indicated on the attached <br />Mining Plan Maps. The final design alignment may be modified slightly from <br />that shown on the plan based on field conditions, more detailed design <br />information, or approval of other regulating agencies. If the slurry wall changes <br />significantly from that shown on the plans, a technical revision will be submitted <br />to the Division.
