After reviewing your letter, there are three <br />areas that are unclear as to what the operator is actually proposing to <br />do and where the Division believes clarification and commitment by the <br />operator is necessary. In the future, the Division would appreciate <br />unambiguous responses to our adequacy questions so that the Division's <br />time and your time are not wasted in addressing the same questions more <br />than once. As we present questions in our letters, we will continue to <br />strive for clarity so as to eliminate as much ambiguity as possible, <br />thereby creating a more efficient process. <br />A fourth new area of concern addressed in this letter was identified and <br />discussed during the Division's inspection of this site with Michael <br />Leidich and yourself on October 14, 1983. This new item is addressed at <br />the end of this letter. <br />Please respond to these issues by October 24, 1933 to allow for Division <br />review of your replies. The Division will use the same nwnbering <br />sequence as used in the correspondence of September 29, 1983. <br />~A` Exhibit D - Mining Plan <br />~1.~ As stated in the Division's earlier correspondence, the seed <br />mixture for the topsoil stockpiles only seeds at a rate of 46 <br />seeds per square foot, which is well below the Soil Conservation <br />Service recommended 80 seeds per square foot when broadcast <br />seeding. The Division recommends the following seed mixture <br />that seeds at 80 seeds per square foot and incorporates slender <br />wheatgrass rather than crested wheatgrass since slender is in <br />the permanent seed mixture and crested wheatgrass is not. Is <br />this acceptable to the operator?
