Discussion o(Limieations: <br />a. F.zceptions to Federal Limits: The 40 CFR 436 includes some e,~luent limitations, which are not as strict as, those lisle <br />here. Forezample,thephosphaterackTSSlimittslessstrict,andjarmanyofthesubcategories,whichstare"nodtschar~t <br />ofprocess wastewater, "an exemption to that limit is provided during certain precipitation events and in conjunction wu <br />other conditions. However, thispermit does not include these relaxed limits. This is a general permit, designed to cover d <br />widestpossible range offacilities with similar wastewater characteristics. In effectively achieving this broad coverage, tl <br />permit must also be relatively simple. Therefore, some ojthe more individualistic or complex permit limitations are n. <br />included in this permit. <br />The Division does not believe that there are a sufJkiently large number ofsuch facilities in Colorado to wanant tncludir <br />the exemptons in thisgeneral permit. Ifapermittee wishes to take advantage ojthese exemptions, theperminee must app <br />for an individual permit. <br />
