<br />' EXHIBIT E - RECLAMATION PLAN <br />• <br />TYPE OF RECLAMATION <br />Using a Caterpillar D-7, or other appropriate equipment, <br />the waste dumps will be graded into the existing hillsides, <br />extending the toe of the hill out as far as possible <br />without impairing existing drainage. Surface buildings <br />will be removed and ventholes and portals closed as dictated <br />by the E.R.D.A. lease agreement. Compacted areas will <br />be scarified and spread with the more finely textured <br />waste material, as no topsoil has been stockpiled. (See <br />Exhibit A for breakdown of affected acreage). <br />LAND USE <br />The SR-13A area is zoned Forestry and Agriculture, with <br />mining operations being a use by right. The immediate <br />area is public domain and used for several purposes: mining, <br />rangeland, and wildlife habitat. The draft land use plan <br />for San Miguel County provides for similar use in the <br />future as well. <br />• RECLAMATION PERFORMANCE STANDARDS <br />Grading <br />Grading will be carried on so as to create a final topography <br />appropriate for future mining, wildlife habitat, and use <br />as winter rangeland. Slopes will approximate a 2:1 grade <br />and will not exceed the natural angle of repose of the <br />waste material. Backfilling and grading will be completed <br />as soon as feasible after the mining process which is <br />currently projected to be fifteen to twenty years from <br />now. All refuse will be hauled away from the mine site. <br />Drill sites will be plugged with a device approved by the <br />Bureau of Land Management. Cuttings piles will be buried <br />and/or spread thin and revegetated. Adits and shafts will <br />be sealed permanently providing conditions stipulated in <br />the lease agreement are satisfied. <br />Water <br />Because this mine will not disturb the prevailing hydrologic <br />balance of the affected land, statements in this section <br />are not applicable. <br /> <br />
