Newspaper "Notice" publication, one time a week for <br />four (4) consecutive weeks, may proceed. Prior to the November 20-21, 1985 <br />Board consideration of the application, proof of publication and proof that a <br />copy of the publication was either mailed, or personally served to: <br />1. all owners of record of surface rights to the affected land; and, <br />2. all owners of record of surface rights to the immediately adjacent <br />lands <br />must be submitted (see Mineral Rules and Regulations No. 2.2). <br />The following clarifications are needed for the application to be considered <br />"adequate": <br />Exhibit C - Pre-mining and Mining Plan Map <br />1. Please specify the contour interval. <br />Exhibit E -Reclamation Plan <br />1. I interpret "(3:1) three to one slope or less" as meaning slopes no <br />steeper than 3:1. Please correct me if that assumption is incorrect. <br />2. Topsoil and overburden stockpiled over one growing season should be <br />graded no steeper than 3H:1V and seeded with a perennial cover crop for <br />conservation purposes.
