<br />EXHIBIT B - MINING PLAN - FIRST REPLACEMENT <br />Mining operations shall be a simple removal process in <br />a dry alluvial setting of moderate to gently sloping surface <br />topography wherein the gravel and sand to be removed is <br />found at the surface and continues downward for the full <br />depth of the mining operations. <br />As conditions require, the mined substances will be <br />pushed into the pit by bulldozers working outward from the <br />center of an existing pit, or fromt end loaders will remove <br />materials directly from the pit walls at the bottom of the <br />pit. where removal can be effected by the first method, <br />sufficient slope will be maintained at all times to permit <br />the movement of equipment from ground level to the floor of <br />the pit in the area of operations.Where removal from the <br />bottom is required, sufficient slope will be maintained to <br />provide latteral and subjacent support. These procedures <br />will result in a gradual expanding of the boundaries of the <br />pit until the boundaries of the affected area have been <br />reached. <br />Once gravel has been moved to or removed from the <br />bottom of the pit, bulldozers will be used to consolidate <br />the mined materials into stockpiles. Extraction will proceed in a Southerly, <br />Easterly, and Westerly direction toward the boundaries of <br />the permit area. <br />Mining operations shall affect less than ten acres and <br />extraction shall be less than 70,000 tons of material per <br />year for the life of the mine. <br />It is anticipated that mining operations will be <br />conducted gradually but continuously for a period of <br />approximately 50 years. <br />
