• In order to provide 10 feet of access at the rear of the building, RAG EC proposed to remove approximately 2,000 yd3 <br />of material from approximately 11,200 ft2 of slope behind the building. The entire area has previously been <br />disturbed, and the removal of this material resulted in only a slight increase in mean slope from 43% to 48% (longest <br />cut slope 75'). The material removed was placed in the existing rock storage area, shown on Map 26 and discussed <br />in Vol. 10, Exhibit 40. The rock storage site is permitted for 12,000 yd3, and still has room for 4,600 yd3 before the <br />12,000 yd3 is reached. Therefore, the 2,000 yd3 from the cut will easily fit in this area. This material will be placed <br />as discussed in Exhibit 40. This volume of material (2,000 yd3) is less than I % of the total volume of overburden to <br />be moved during final reclamation (290,000 yd3), and is not being removed from SA area, so final contours are not <br />being adjusted. <br />Livestock Ponds <br />RAG EC submitted Technical Revision Number 7 for the Division on September 10, 1987 detailing the plans for <br />installing livestock ponds. This revision has been placed in Exhibit 41 of the permit. <br />Haulage and Access Roads <br />The location and classification of all roads used at RAG EC mine site is shown on the Roads Map (Map 27). RAG <br />EC, in agreement with Moffat County have taken responsibility for these roads. Included in Exhibit 17, Road <br />Certification, is correspondence, which identifies the roads, which have been vacated to RAG EC. <br />The performance standards of Section 4.03 for the various roads at the Eagle mine complex are met by the following: <br />• County roads, maintained by RAG Empire, and all other roads are subject to the BACT requirements of RAG <br />Empire's Air Quality Permit. <br />• Roads to be reclaimed are subject to the post-mining land use requirements as set forth in this permit. <br />• • All roads are designed and maintained to ensure the safety of the public through proper grades, cuts, fills, and so <br />on. <br />In order to determine compliance with the CMLRD performance standards, the engineering company of CTL- <br />Thompson, Inc. was requested to evaluate all access and haulage roads on the RAG Empire property. The report <br />issued by CTL-Thompson, Inc. verified that all roads utilized by RAG Empire are in compliance with the <br />performance standards. The CTL-Thompson, Inc. report is included in Exhibit 17, Road Certification. <br />As per Map 27, there are a number of haul roads associated with the mine complex. Although the haul roads have <br />been used mainly to transport development waste and coarse reject from the rotary breaker to the waste disposal <br />areas, they were designed and maintained to haul road requirements. Figure 56A provides a typical cross-section <br />through haul road A. <br />Haul road A will be utilized to transport coal from the existing coal handling facility to its intersection with County <br />Road 107. Moffat County is allowing RAG Empire to use County Road 107 for coal haulage. <br />Haul road A is apre-existing road that was built prior to the enactment of the Surface Mining Control and <br />Reclamation Act of 1977. The road was constructed in accordance with accepted road construction practices, and as <br />such culverts were placed in the various drainages the roads crossed. Map 27A shows the road location, and Figure <br />56A provides a typical cross-section. Peak flow information obtained from Trapper Mine's permit document <br />indicates the peak flow in West Buzzard Gulch is 178 cfs, while the East Buzzard Gulch peak flow will be 13 cfs <br />from Trapper's pond (East Buzzard # I R). Presently, 16-inch CMP pipe is in place in both of these drainages. Also, a <br />16-inch CMP is in place in an unnamed tributary east of East Buzzard Gulch. <br />• RAG Empire's calculations indicate that the West Buzzard Gulch culvert should be 60 inches in diameter, while the <br />East Buzzard Gulch culvert should be 36 inches in diameter. The eastern most culvert is more than sufficient to <br />handle the runoff from the small drainage area. This culvert will handle a peak flow up to 13 cfs. Dense vegetation is <br />established at the inlets and outlets of the culvert.
