__._ .:
Mr. Marvin E. Brown -2- October 4, 1982
grass at a broadcast rate of 6.0 Ibs. PIS/acne) should be described; and the
use of other materials along with, or instead of, topsoil (such as crusher
fines) should be described, if planned.
2. Any processing of the quarried rock should be described and the processing
area should be shown on the map.
3. The mining plan mentions that the 3 acre outcropping of rock will be
entirely mined. However, the map shows the rock outcrop to be (an estimated)
1.8 acres in size (the red area). Where 'is the 3 acres of the rock outcrop
that is actually to be mined, and what activities will occur on the other
1 acre that will not be quarried?
4. More details of the mining should be provided. Will mining occur using
benches, one large highwall, a more gentle slope, or some other method? What
will be the configuration of the working face?
5. What is the expected timetable of mining for this operation?
6. How will sediment on the site be controlled such that it does not
move into adjacent drainages? For example, will berms and/or a sediment pond
be used to contain on-site drainage?
Exhibit D
1. Please provide more detail on the planned drainage diversions. How
will these diversions be sized? Across-section might be useful in this regard.
2. Reference my comments above concerning sediment control.
Exhibit E
I. Does the given reclamation plan cover the entire 4 acres of the permit
area? Why is the 1 acre that is not to be quarried to be regraded and
reclaimed? Is it to essentially serve as a source of topsoil for the other
3 acres?
2. The final contours described in the olan are not clear. Will the entire
area be essentially flattened to gently sloping, or will there be 2:1 sloping
areas and granite highwalls? If highwalls are an option, when will this
option be exercised; what will be the height of any highwalls; and where will
these highwalls be Left? It may be that yov wish to now be permitted for a
flat area with no highwalls and amend your permit if highwalls are planned
later.
3. I suggest a higher mulching rate for this site. A rate of 2,000 lbs/acre
on areas having slopes of 3:1 or Less and a rate of 4,000 Ibs/acre on areas
sloping at 3:1 or more would be more likely to promote successful revegetation.
9. What is the planned density of mountain mahogany in final reclamation?
If seeding of this shrub does not work, transplanting of seedlings may be
necessary. Please clarify your plans in this regard.
