Dear Mr. Brown:
I have completed my adequacy review of the limited impact permit application
for the above-captioned operation. I have several questions and comments
that I have organized on an exhibit-by-exhibit basis below. Any exhibits or
parts thereof not mend oned are considered adequate at this time. Z l,a ve
tried to be as comprehensive as possible in this review such that our necessary
correspondence may be kept to a minimum.
This matter has been scheduled for the October 27-28, 2982 meeting of the
Mined Land Reclamation Board, to be held at the Colorado Mountain College,
2402 Blake Avenue, Room 5 on the Second Floor, in Glenwood Springs. Zf
we can z~solve the various matters discussed in this letter, however, this
application can be presented as a 'no proble matter, and you will not need
to be present at the meeting. Othezwise, you can call our Division on the
Monday or Tuesday before the Board meeting to get a more exact time that
this matter will be heard.
Before the Board can consider this matter, the Division must receive two
items. The first is the publisher's affidavit proving that this matter was
published for two sequential weeks in a local newspaper. The second is

1. Please provide more detail on the plans for topsoil salvage. The areas
of topsoil salvage should be delineated (on the map or in a narrative);
the depth of topsoil salvage should be given; the location of topsoil stock-
piles (away from drainages and the active mining and processing areas) should
be shown on the map or described; the procedures for stabilization of the
topsoil stockpiles with a perennial grass cover crop (such as Western wheat-
