A Ftsase II Zf2E may follow either of <br />two directions, as appropriate: toxicant treatability studies, or source <br />identification aryl control studies. TWdcarit treatability cf,riix are <br />designed to assess the feasibility of eliminating WEP via addition or <br />modification of treatment pLrooeases at the wastewater treatment facility. <br />Source identification aryl control efforts axe designed to identify <br />toxicants, identify the sources of toxicants, aryl control whole effluent <br />toxicity by eliminating the introduction of toxicants into the wastewater <br />treatment facility. The Phase II TI2E permit conditions may be a,oo.,,aa~, if <br />so requested and justified by the permittee. <br />The Phase II TR2E report shall indicate the reslAts of the Phase II THE <br />study. If the Phase II TT2E results in the identification of the toxipnts <br />and the sources of toxicants, the permittee shall submit for Division <br />approval a control program to wntrol WET within 60 days of discovering the <br />cause(s) of effluent toxicity, and shall proceed to implement sudr plan <br />within 7 days followirg its approval by the Division. <br />If taxicity disappears durirxJ the Phase II IRE, the pexmittee shall submit <br />written notification to that effect to the Division. The Division may <br />rte,; *p the permittee to conduct accelerated testing to de~ocrostrate the <br />canti.rared absence of toxicity. If no acute toxicity is found to exist, the <br />toxicity incident is closed. <br />10. Control Pnx~am <br />.. If required ni*mt?nt to Parks I.B. of this permit, the permittee shall <br />develop a control program to eliminate WET, thxwyh the identification and <br />elimination of any toxicants or toxicant sources respasible far WET, or <br />throtx~r the identification of toxicant treatability prooessses. The c:urtrol <br />~ Program, along with any cost benefit analysis to det~xm;*+P whether the costs <br />of construction bear a reasonable relationship to the resulting benefits, <br />shall be submitted within the specified time frames. S1u3r oust benefit <br />analysis shall be used in accordance with Section 25-8-503(8) arri (9), <br />C.R.S. Zfre control progrmn, as submitted to or revised by the Division, may <br />be incorporated into the permit. <br />A control program may include, but shall not be limited to: additional <br />pretreatment r,~i~;,,an,o„rc imposed Orl specific indirect permittees by FCTW's, <br />modification of internal source control proc~-ams by i*+~ist,-ies, <br />modifications of treatment plants, and/or best management practioas for <br />spills, leaks, etc. <br />11.
