i\ <br />1 <br />• Rule 2.04.3 - General Requirements: Site Description and Land Use <br />Information <br />(1) Each permit application shall include a description of the <br />existing, premining environmental resources within the proposed permit area <br />and adjacent areas that may be affected or impacted by the proposed surface <br />or underground mining activities. <br />RESPONSE: <br />Twentymile Coal Company has included in this permit application a <br />description of the premining environmental resources existing within <br />the proposed permit and adjacent areas. Historical records, aerial <br />photographs and recollections of reliable individuals have been used <br />to describe areas disturbed before comprehensive premine resource <br />inventories were required. The information acquired from these <br />sources was .confirmed and augmented through correlations and <br />comparisons with adjacent, undisturbed sites. <br /> <br />(2) The application shall contain a statement of the condition, <br />capability, and productivity of the land within the proposed permit area, <br />except for underground mining which shall cover only those areas affected <br />or to be affected by surface operations and facilities, including: <br />a) A mao. oreoared according to the requirements of 2.10, and <br />supporting narrative of the uses of the land existing at the time of the <br />filing of the application, in accordance with land use categories <br />established in the land use definition in 1.04. If the premining use of <br />the land was changed within the five years prior to the date operations are <br />proposed to begin, the historic use of the land shall also be described. <br />RESPONSE: <br />Land use categories as defined under Rule 1.04(71), occuring within <br />the proposed permit area are cropland and pastureland, as shown on Map <br />2, Fish Creek Tipple Land Use.
