8. After interim reclamation, an alternate road closure method maybe employed where practical <br />after review with the USFS representative. <br />Estimated Timetable for Constraction, Drilling, and Reclamation Activities <br />MCC proposes drilling the site in 2006 <br />Mobilization and site preparation would begin on or about July 5 with completion of pad and <br />road activities of by July 31. <br />Amoant of Coal to be Removed <br />Coal to be removed during this exploration will be in the form of 3 inch diameter cores. An <br />estimated maximum of 5(16 Ibs. of coal may be removed and tested for a wide range of quality <br />parameters by a qualified laboratory. This is based upon a combined total coal thickness of 50 <br />feet of core in each hole at a diameter of 3" having a weight of 86-lbs/cubic ft_ The maximum <br />potential coal removed is substantially less than the 250 tons. <br />A4easares to be Used to Comply with Performance Standards for Exploration <br />(43 CFRII 3484.1(a), 30 CFR 815.15, and Colorado State Permanent Program Rales): <br />(Operator shall comply with applicable requirements of surface management agency, 30 CFR <br />815.15, or approved State program) <br />All applicable parts of the Federal and State Performance Standards for Coal Exploration have <br />been covered in the preceding exploration and reclamation plans. Mountain Coal Company has <br />reviewed, and will comply with, all applicable requirements of 30 CFR 815.15 and the Colorado <br />Mined Land Reclamation Regulations stated in C.RS. 3433-101. <br />(Installation of casing and blowout preventers in drill boles in known oil, gas, and geothermal <br />areas) <br />Significant quantities of gas under pressure are not known to have been encountered in any of <br />previous drilling efforts in the area Methane from coal mining has been liberated in significant <br />quantities at the West Elk Mine. Since the proposed drilling will not penetrate the entire Rollins <br />Sandstone and not drill into the underlying Mancos Shale, blowout preventers may not be used. <br />Casing will be set in each hole as necessary to maintain circulation of cuttings to the surface. <br />(Drill hole plugging requirements) <br />Each drill hole will be plugged according to the requirements outlined in this section: The hole <br />will be plugged with cement from 50 feet below to 50 feet above any mineably thick coal bed or <br />potentially usable aquifer. <br />The remainder of the hole will be Slled with a completion mud (bentonite gel) and/or drill <br />cuttings or cement to within 10 feet of the surface.
