Mr. Tom Wainwright -2- June 6, 1983 <br />The augering operations will not detrimentally impact either surface or • <br />ground water quality or quantity. In compliance with Rule 4.23.2(5){b), <br />the augered holes will not require specific sealing other than the <br />normal placement of backfilled spoil within the affected pits, adjacent <br />to the augered highwalls. <br />The proposed augering operation configurations conform with the general <br />guidelines presented within the U.S. Bureau of Mine publication entitled <br />"Technology of Augering Mining" (1975). Conformance with these guidelines <br />should prevent both highwall stability problems and significant ground <br />surface subsidence overlying the auger operations. In the event that <br />ground surface subsidence were to manifest itself, no "pipelines, <br />buildings or other (manmade) facilities" would be affected, as prohibited <br />by Rule 4.23.2(6)(d). Further, no surface water courses exist above or <br />adjacent to the proposed augering operations. <br />The Division finds that the augering operations proposed by Seneca Coal <br />Ltd., within their technical Revision No. 3 application, are in compliance <br />with the requirements of Rules 2.06.9 and 4.23. <br />Notice of the Division's proposed decision must be published once in a <br />newspaper in the mine vicinity.
