• TECHNICAL REVISION N0. 14 <br />Tab 9-Soils <br />1. As previously addressed during the permit renewal application <br />review, the Division is concerned about the soil losses attributed <br />to brush removal. Every effort should be made to minimize losses <br />due to brush removal. <br />Response: <br />Peabody will utilize the improved brush removal techniques currently <br />used at Seneca Mine to minimize soil loss within the East Wadge <br />Extension Area. These techniques were previously described within the <br />response to comment 2.04.9 (Soils) and 2.05.4 (Reclamation Plan, #8) as <br />prepared for the Permit (C-005-80) Renewal Application on August 27, <br />1986. <br />2. The Division concurs with Peabody's request for a negative <br />determination of the presence of prime farmlands in the East Wadge <br />Area Extension. <br />Response: <br />No response is required to this comment. <br />• 3. No evaluation of suitability for "53E Wineveda silt loam" was <br />provided in Addendum 9-6-5. A review of Addendum 9-6-3 would <br />indicate that this soil type should be included on page 9-6-54 <br />with soil types X8E and X8F of Wineveda. If correct, please make <br />this minor editorial change and submit a new page. <br />Response: <br />Page 9-6-54 was revised to incorporate the requested minor editorial <br />change. <br />4. The Division concurs with the rationale provided in the second <br />paragraph on page 9-7-9 pertaining to the restrictions in salvaging <br />soil type 23B. However, every effort should be made to salvage <br />this resource. <br />Response: <br />As currently stated within the first paragraph on page 9-7-9, "No <br />suitable topsoil is available to be salvaged from portions (i.e., about <br />30 percent) of the poorly drained 23B soil map unit. However, all <br />suitable topsoil will be salvaged whenever deeper, localized ground <br />water conditions are encountered within this map unit during the topsoil <br />salvage operation". Peabody will adhere to this existing statement. <br />• <br />3 <br />
