Tab 9-Soils
1. As previously addressed during the permit renewal application
review, the Division is concerned about the soil losses attributed
to brush removal. Every effort should be made to minimize losses
due to brush removal.
Response:
Peabody will utilize the improved brush removal techniques currently
used at Seneca Mine to minimize soil loss within the East Wadge
Extension Area. These techniques were previously described within the
response to comment 2.04.9 (Soils) and 2.05.4 (Reclamation Plan, #8) as
prepared for the Permit (C-005-80) Renewal Application on August 27,
1986.
2. The Division concurs with Peabody's request for a negative
determination of the presence of prime farmlands in the East Wadge
Area Extension.

No response is required to this comment.
• 3. No evaluation of suitability for "53E Wineveda silt loam" was
provided in Addendum 9-6-5. A review of Addendum 9-6-3 would
indicate that this soil type should be included on page 9-6-54
with soil types X8E and X8F of Wineveda. If correct, please make
this minor editorial change and submit a new page.
Response:
Page 9-6-54 was revised to incorporate the requested minor editorial
change.
4. The Division concurs with the rationale provided in the second
paragraph on page 9-7-9 pertaining to the restrictions in salvaging
soil type 23B. However, every effort should be made to salvage
this resource.
Response:
As currently stated within the first paragraph on page 9-7-9, "No
suitable topsoil is available to be salvaged from portions (i.e., about
30 percent) of the poorly drained 23B soil map unit. However, all
suitable topsoil will be salvaged whenever deeper, localized ground
water conditions are encountered within this map unit during the topsoil
salvage operation". Peabody will adhere to this existing statement.
