UPLAND GRAVEL PIT NO. 3 <br />EXHIBIT E <br />RECLAMATION PLAN <br />All roads used in the extraction process will remain in use until the last Block in that direction <br />has been mined out. <br />The reclamation plan calls for slopes not steeper than 3:1. Re-vegetation and matching to <br />previous phases is greatly simplified. Preparation of the site can be accomplished with <br />standard construction and re-seeding equipment. <br />Pot-marking of the 3:1 slopes shall be part of the reclamation process to help establish <br />vegetation. The re-claimed affected area less than 3:1 slope will be prepared for re-seeding by <br />discing on contour. The seed bed will be conditioned with hay mulch and the seed broadcast <br />by machine. All affected area will be re-claimed as non-irrigated range land. <br />The estimated cost to restore vegetation on affected areas should average $3,000.00 per acre <br />(See Exhibit "L°). <br />Top soil will be stripped from the first phases and placed in berms next to processing and <br />stockpile area for use in final reclamation of Blocks 1 and 2. The topsoil berms will be crescent <br />shaped to form detention dikes that will collect run-off generated on the uphill phase. The <br />detention dikes will occasionally collect temporary water for livestock and wildlife but are <br />expected to dissipate within 24 hours. <br />Each successive phase will have approximately 12"-18" of top soil stripped and deposited on a <br />prior phase which has been reshaped with overburden at a maximum of 3:1 slope. The <br />reclaimed site will be re-shaped to blend with surrounding contours or surface contours. <br />The shape will result in natural appearing ridges on the perimeter. The plan will result in no <br />more than 6.0 acres of excavated area being un-reclaimed at any one time. <br />Rehabilitation of the site will be concurrent with each 2.0+ acre previous Block being mulched <br />and re-seeded with certified seed of native grasses (See Soil Conservation Report). <br />Re-seeding recommendations for non-irrigated range land published by Colorado State <br />University Cooperative Extension will be used and are included for reference. <br />Each mined out Block of the operation will be reshaped with overburden and reclaimed by <br />laying back the top soil covering the next phase, which will eliminate the need to store and <br />stabilize top soil piles. <br />Phase and Block schedules and activities are estimated and shown on the Reclamation Time <br />Tables. <br />
