essentially no design or construction information is available for
the Tipple Road.
The road has been in use for a period of over fifteen years with
traffic levels over this period equalling or exceeding current and
anticipated future use levels. The road is currently in good
condition and appears adequate for anticipated use. Kerr Coal
Company does not proposed or anticipate the need for modification
or reconstruction of the Tipple Roads since these activities would
result in additional disturbance with the potential for related
environmental impacts. If traffic levels increase significantly,
at some future point in time it may be necessary to resurface this
road.
Sedimentation ponds, diversion ditches, and other drainage control
measures associated with Class I Roads will be constructed to
handle runoff during and after construction. (See Map 16a, Kerr
Mine Area Surface Water Hydrology, for location of drainage
control structures.) Section 816.46 sets forth the design
criteria for the sedimentation ponds and related drainage control
structures. Water trucks will wet roads regularly to minimize
fugitive dust emissions.
Section 780.13 describes the reclamation plan for the entire Kerr
Mine Area, including Class I Roads.
~ro~~~ ~m . 816-175Ra Revised - August 1992
