Because topsoil was not removed prior to the construction
of the surface facilities, Rerr Coal will probably not have any
great amount of topsoil to be spread over the reworked surfaces.
However, any available or additional topsoil remaining in etock-
piles at the conclusion of mining will be used for reclamation of
these areas. A detailed description of the topsoil plan for both
the mine and tipple areas is found in Section 816.21-816.25. The
mine and tipple surface facility areas will then be seeded in
accordance with the mixtures delineated in Table 67, Kerr Mine Area
Seed Mixture and Table 68, Kerr Tipple Area Seed Mixture. The
revegetation success of the reclaimed surface facilities areas will
be monitored simultaneously with the monitoring of the reclaimed
mining areas. As a minimum, the ground cover of living plants will
not be less than the ground cover existing before removal and will
• be adequate to control erosion.
l~ Section 816.133 Poatmining land use.
(a) General.
