Because topsoil was not removed prior to the construction <br />of the surface facilities, Rerr Coal will probably not have any <br />great amount of topsoil to be spread over the reworked surfaces. <br />However, any available or additional topsoil remaining in etock- <br />piles at the conclusion of mining will be used for reclamation of <br />these areas. A detailed description of the topsoil plan for both <br />the mine and tipple areas is found in Section 816.21-816.25. The <br />mine and tipple surface facility areas will then be seeded in <br />accordance with the mixtures delineated in Table 67, Kerr Mine Area <br />Seed Mixture and Table 68, Kerr Tipple Area Seed Mixture. The <br />revegetation success of the reclaimed surface facilities areas will <br />be monitored simultaneously with the monitoring of the reclaimed <br />mining areas. As a minimum, the ground cover of living plants will <br />not be less than the ground cover existing before removal and will <br />• be adequate to control erosion. <br />l~ Section 816.133 Poatmining land use. <br />(a) General. All affected areas shall be restored in a timely man- <br />ner -- <br />(1) To conditions that are capable of supporting the uses which they <br />were capable of supporting before any mining; or <br />(2) To higher or better uses achievable under criteria and procedures <br />of this Section. <br />Implementation of the detailed reclamation plan as presented in <br />Section 780.18 will result in a landscape and vegetatlve cover that <br />is equal to or of better utility to support the rangeland use that <br />816-169 <br />
