Section 816.1321b) Continued. <br />authority as suitable for the Postmining land use or environmental monitoring, shall be <br />removed and the affected land reclaimed. <br />Kerr will remove any equipment, structures, or facilities on cessation of active mining <br />operations provided there are not continuing beneficial uses for the structures and <br />facilities. The total disturbance area associated with the surface facilities for the Kerr <br />Mine is approximately 10.7 acres. The Kerr Tipple area covers approximately 8.28 <br />acres. The surface facilities are shown on Maps 28, Kerr Mine Area Existing <br />Structures, and 29, Kerr Tipple Area Existing Structures. <br />Once the structures and buildings are removed, the associated disturbance areas will <br />probably require ripping or scarifying to loosen compacted areas. Any gravel or other <br />material, such as asphalt, will be removed and disposed of in the designated <br />demolition debris fill areas. The areas will then be graded, available soil replaced, and <br />revegetated. <br />Permanent Facilities <br />As stated in the original permit, Kerr committed to removing all equipment, structures, <br />and facilities on cessation of mining operations provided there are no continuing <br />beneficial uses for the structures. Kerr Coal Company, as the surface owner for the <br />mine and loadout facilities areas, has subsequently identified specific facilities/ <br />structures that would have an ongoing beneficial use and, therefore, proposes to retain <br />the following as permanent facilities: <br />• The mine office/shop/warehouse building and associated exterior lighting <br />• The light-use entrance road (Mine area) <br />• Sedimentation Ponds A, B, D, and E <br />• Existing water supply wells at the mine and loadout <br />• The light-use access road (loadout area) <br />The cinderb{ock loadout/shop building <br />See Map 36, Kerr Tipple Area Postmining Topography and Map 37a, Postmining <br />• Topography, for the location and configuration of the proposed permanent structure <br />and facilities.
