<br />Section 816.152 (d) Continued. <br />Kerr Coal will use its own equipment to construct the Class I <br />Roads. The subgrade will be proof compacted and any deleterious or <br />unsound material will be removed. Road fill material will be <br />spread with motor graders and compacted over the entire width of <br />the embankment, as follows: (i) Where there is more than 5 feet of <br />fill, the top 5 feet will be compacted to 95X of AASHTO T-180 and <br />the rest will be compacted to 90X of AASHTO T-180; (ii) Where <br />there is leas than 5 feet of fill required, the entire fill will be <br />compacted to 95% of AASATO T-180; provided, however, that in all <br />cases there will be a minimum of 2 feet of compacted road fill; and <br />(iii) Where the road is in a cut, the roadway will be over- <br />excavated and a 2 foot minimum thickness road fill placed and <br />compacted to 95X of AASHTO T-180. Professional engineers will <br />monitor the' embankment construction and will use both nuclear <br />densometers and observations to assure good compaction. The road- <br />. way foundation and fill thickness were designed based upon the soil <br />properties and the method outlined in the Bureau of Mines Informa- <br />tion Circular, IC 8758, 'fiesign of Surface Mine Aaulage Roads - A <br />Manual." <br />Existing roads will be crowned at a minimum rate of 1/4 inch per <br />foot. New roads will be crowned at the rate of approximtely 1/2 <br />inch per foot. <br />All material to be used in embankments has been thoroughly tested <br />and has been found suitable for roadway construction and contains <br />no acid producing material. The chemical analysis of the fill <br />material is found in Table 4, Statistical Description of Overburden <br />Chemical Data. In addition, the structural and foundation analysis <br />done on the proposed road embankment is found in Exhibit 47, Road <br />Embankment Analysis. The results show the designed 2:1 fill slopes <br />to exceed the required 1.25 safety factor for slope stability. Any <br />material encountered during excavations that does not meet the <br />816-187 <br />
