• <br />Section 816.152(d) Continued. <br />(15) Temporary erosion-control measures shall be incorporated during <br />construction to control sedimentation and minimize erosion until per- <br />manent control measures can be established. <br />Prior to the construction of any Class I Road embankment, all <br />vegetative material and topsoil will be removed and stockpiled for <br />later redistribution upon road removal. In no instance will vege- <br />tative material or topsoil be placed beneath or in any Class I Road <br />embankment. <br />No portion of Haul Road B will be located on sideslopes exceeding <br />20 percent. As shown on Map 1, Kerr Mine Area Mine Plan, existing <br />Road A will be reconstructed from station 4+00 to 13+00. This ie <br />on a steeply sloping sidehill and the road is presently and will be <br />reconstructed on a full bench in order to assure stability. <br />• <br />The proposed Class I Road B will be constructed of approximately 24 <br />inches of compacted granular material. The road fill will consist <br />of the mine spoils and most of it will contain less than 25 percent <br />rock larger than 6 inches and will be spread in successive uniform <br />12 inch layers prior to compaction. In areas where Kerr Coal has <br />large fills, some spoil that contains larger fractured rock may be <br />used which will be compacted to 36 inch maximum lifts in uniform <br />layers. No lifts will be superimposed on a previous layer until the <br />design density is achieved throughout the layer. Fill material <br />will not be dumped in final position, but will be bladed for proper <br />compaction. <br />Moisture content and compaction will be monitored during construc- <br />tion by the use of a nuclear densometer according to AASHTO T239-76 <br />and AASHTO T238-76 respectively. <br />816-186 <br />
