w, <br />EXHIBIT B <br />Site Description <br />The site is part of the high plains and is located on a rise in the terrain at an elevation of <br />approx 5320 feet, and is rangeland in CRP grasses. There is a natural slope towards the <br />road of less than 3:1, from the east toward the west, as well as a natural slope into a <br />drainage basin on the south, which flows into the Republican River Valley, then opens <br />onto a flat on the upper part of the area. <br />There are no man made structures within 200 feet of the proposed operation <br />Vegetation in the azea is mostly blue gramma, buffalo and western wheatgrass. <br />According to the Soil Conservation map, soils consist of Midway-Razor clay loam and <br />Stoneham-Razor Complex. <br />This area has been in CRP grass and the county has paid the refund to release 10 ac, in <br />order to open a new sand/gravel pit operation, and is open rangeland. <br />There is no major wildlife in the area, or endangered species, nor will any wild life <br />habitat be impacted. <br />EXHIBIT C <br />Mining Plan <br />The operation will commence in 2002 and with the amount of material available should <br />continue unti12020. The operation will be active but will be used less than 180 days per <br />year. Material removed from the site will be use to repair and maintain County roads no <br />screening will be used, nor will any of the material be used outside Lincoln County. <br />Topsoil runs from 6 to 10 inches and will be salvaged and stockpiled for use in <br />reclamation. If needed these stockpiles will be covered with a fast growing seed mixture <br />of forbs or prosso millet will be applied to stabilize these stockpiles and prevent run off. <br />Overburden is approx varies from two feet to approx four feet and will be stockpiled <br />along with the soil for reclamation. <br />Sand and gravel is at a depth of 6 to 12 feet. <br />This operation will be a pit operation with scrapping up material with a dozer or end <br />loader in the pit and loading it for removal to the job location. <br />Disturbance to the land surface will consist of overburden and stockpiling of topsoil. <br />
