-3-
'3. The response from the Colorado Division of Water Resources has not
yet come back to us on this application. If they have significant
comments, I will pass them on to you.
EXHIBIT L
1. Ia the expected topsoil redistribution depth to be only 4"?
2. Some costs for grading should be included in reclamation, especially
in the pit and topsoil mining areas.
3. The seeding costa appear to be low (as fas as state coats are concerned).
Typically, the cost of seed plus seeding is at least $100.00 per acre.
4. A bond of $1,000.00 per acre is a typical minimum figure for gravel
pit reclamation in areas of mayor disturbance, and I would suggest
such an amount for this site. However, if some areas could be con~id-
ered only moderate disturbance, not requiring grading, a loci.~r amount
would be appropriate. More information in this regard would be helpful.
EXHIBIT N
1, Does the air pollution permit for the asphalt plant given in this exhi-
bit cover the plant that is to be on site?
EXHIBIT 0
1, Is this leased land to be purchased by Elam Construction? When and if
it is pwchased, a copy of the deed should be provided for our files.
2. What is t(~e soures of 1e3a1 right-to-eater for the re:~aiiiing 15 acres
(over and above the 90 scree leased from the Vagneura)?
EXHIBIT P
1. Who owns tiie remaining IS acres (as described above in exhibit 02.)?
I have trie:i to be as comprehensive ns possible in my roviaw of this appli-
cation, especially in view of the limited time before the Board meeting.
I might also rentio^ that reclamation perfor_iance bonds for this operation
or any othor ~~ay not be required of ~?am Constructnnn by .it!:in County.
Mined Land Reclamation is the only agency permitted by law to accept bonds
for reclamation. I have enclosed 2 of your maps (exhibit ~ for appro-
priate modification.
If I may be of any further assistance, please call.
Sincerely,
Mark Loye
Reclamation Specialist
ML/jm
Enclosures
