Assessment of conditions for recommended construction specifications <br />• was based on preliminary design information supplied to us by Westem <br />Fuels-Colorado, our general understanding of the project, and our <br />experience with similar projects. <br />This report is not an investigation of embankment foundation condi- <br />tions and assumes that the foundation conditions aze as portrayed to us <br />by Western Fuels. This report does not deal with surface water issues <br />relating to operation of the 007 pond or culvert design through the <br />embankment. <br />1.2 ACKNOWLEDGMENTS <br />Recommendations for construction specifications for the rockfill <br />embankment were developed under the guidance of Michael W. West, <br />Ph.D., P.E. Proposed specifications were prepazed by James D. Gill, <br />P.E. This report was prepazed by Mr. Gill and was reviewed by Dr. <br />West. Project data were supplied by Mr. Tod Lefevre, Mine Engineer, <br />Western Fuels-Colorado (New Horizon Mine). <br />u <br />Z. SITE CONDITIONS AND PROPOSED CONSTRUCTION <br />The embankment traverses the 007 pond at the New Horizon Mine. We <br />assume the pond will be pumped down so that construction will take <br />place under dry conditions. Western Fuels has indicated that water <br />could rise up on both sides of the embankment to an elevation 5650 feet <br />during a 25-year, 24 hour flood event. Primary and secondary culverts, <br />designed by Westem Fuels will be constructed in the embankment to <br />allow for passage of surface water through the embankment and to <br />reduce any differential hydrostatic head across the embankment. <br />Culvert design is beyond the scope of this report. <br />The proposed rockfill embankrent will be approximately 950 feet long <br />with a finished crest width of 35 feet. Total depth of fill will range <br />from 15 to 20 feet with 3h:ly side slopes. An unpaved road on the top <br />• 2 <br />
