Your plan proposes two types of mulching to be used in revegetation and indicates that straw <br />or native hay mulch will be used on all areas except where slopes aze steeper, in which case <br />hydromulch will be used. Provide a slope break point that will determine which type of <br />mulch will be used and a map or discussion which will indicate to the Division where in the <br />operation each type of mulch will be used. Also, provide a discussion or map indicating <br />where netting will be used to hold strawihay mulch in place. <br />15. Your section 2.8 says that "When no longer required by the owner, the railroad loading loop <br />will be reclaimed by removing the rail and ties." Please change this statement to read <br />"When no longer required by the mine operator...". <br />16. Show on your reclamation map which roads are to be left for use by the ranch. <br />17. Your section 2.9 states in part that the method used to measure success (reclamation) will be <br />consistent with Rule 6 of the "Minerals Rules and Regulations." Your application is for <br />Construction Materials Reclamation Permit and reclamation success will be determined by <br />the Division in accordance with Rule 3 of the Construction Materials Regulations. Please <br />make the appropriate change. Your plan also states that "Revegetation will be considered <br />successful when it has achieved 70 percent of the total pre-mining vegetative ground cover <br />of the selected reference azea and has survived three growing seasons following the last <br />seeding or fertilization operation." Rule 3.1.10(1) is the standard the Division will use to <br />determine compliance performance standards. Please make appropriate changes to this <br />section of your plan. <br />l8. Your plan includes using a perimeter fence around the Parkdale Project to protect <br />reclamation from the public and livestock. Ls the entire proposed permit boundary fenced? <br />Will livestock grazing be conducted by the landowner or others within the permit boundary? <br />During the pre-operation inspection Bill Fehr stated that the property will also be used as an <br />operating ranch. How will you protect new reclamation from livestock damage? <br />19. The Fremont County Weed Board and the Fremont County Soil Conservation District have <br />expressed a concern that leafy spurge which heavily infests the property and is a noxious <br />weed could be exported from the ranch. You have stated in your section 2.l 1 that a project <br />specific Noxious Weed Management Plan will be developed in cooperation with the County <br />Agent. Please provide a copy of that plan to be incorporated into your reclamation plan. <br />E!CHIBIT F -Reclamation Plan Maas <br />Rule 6.4.6(a) requires that the Reclamation Plan Map must show proposed topography of the <br />area with contour lines of sufficient detail to portray the direction and rate of slope of all <br />reclaimed lands.
