Timothy M. Scanlon
TMS Consulting
46125 County Road T.
P.O. Box 53
Saguache, Colorado 81149
(719) 655-2709
E mail: Scanlon@amigo.net
November 10, 2006
Mr. Dan Prenzlow, Regional Director
Colorado Division of Wildlife
4255 Sinton Rd.
Colorado Springs, Colorado 80907
RE: Proposed Ted Franciscotti Pit #1 Project -Recommendations fot Huetfano County Special
Use Permit and DMR&S Regular (112) Reclamation Permit Applications fot Ted Franciscotti
Property located in the SE/4 of Section 34 and the N/2 of the NE/4 of Section 3; T26S, R67W,
6'^ P.M. (Colorado); Approximately 306 total acres; 7 miles Northwest of Walsenburg, Huerfano
County, Colorado.
bfr. Prenzlow,
This letter is in reference to the proposed gravel mining project that the landowner and Fremont
Paving and Redi-Mix, Inc. aze planning. (Location Map enclosed) I wffi be submitting the applications and
will be the permitting contact for both the Huerfano County Special Use and the DMR&S (112)
Reclamation Permit for the applicant and landowner.
Fremont Paving & Redi-blix and Mr. Frandscotti have an agreement which would allow for a phased
gravel mining and materials/asphalt processing project with the ultimate reclamation being rangeland.
Each mining phase is plumed to use (disturb) approximately 30 acres. The initial operation area will be on
the north end of the site. Fremont plans to clean-up residual aggregate and mine the remnant un-mined
rock in and along the former permitted and mined azeas fast before moving to "virgin" mine phase areas.
The future 30 acne mine phase areas will be reclaimed as mining progresses to the next phase area.
Reclaimed areas will be temporally isolated via electric fencing (as is done currently around reclaimed areas
at th'e site on the Huskin DMR&S Permit azea) until vegetation is re-established and the reclamation phase
azea is released by the DMR&S.
This will be a long term operation siaular to previous ones on the site and on (previously and
currently) other lands adjacent. to the site. It is possible that 5 to 6 - 30 acre phase azeas will be included in
the project Each 30 acre phase may take from 3 to 10 years (each) to develop depending on current and
furore mazket conditions. The possibility of operations at the site may exceed 60 years. Generally screening
and crushing, and stockpiling process operations will be located in the active mining phase area. Asphalt
processing and additional stockpiling will occur at a central location on the north end of the project area
closer to the site access point.
